SCIF, Secure Room & Data-Centre Shielding Materials

Direct answer: A SCIF, zoned secure room, controlled technical space or defined data-centre enclosure may need RF/EMI-control materials only where the governing requirement and project design call for them. Continuity has to run through nominated surfaces, seams, cut edges, access points and service interfaces, then be checked against the project acceptance plan. This guide is for Australian contractors, security designers, enclosure specialists, facilities teams and data-centre delivery teams working to a defined requirement. The frame is broader than a data centre: SCIFs, zoned secure rooms and controlled technical spaces, with data centres as one major setting.
In US doctrine, a SCIF is a Sensitive Compartmented Information Facility governed under the ODNI ICD 705 family. That is not Australian law. For Australian Government work, start with the responsible authority and system owner. The Australian Signals Directorate's current communications-infrastructure guidance requires a system owner deploying SECRET or TOP SECRET systems in a fixed facility to contact ASD for an emanation-security risk assessment (ISM-1137). That is a design and risk decision, not a product claim. The SCEC SEEPL program is category- and product-specific. Confirm the governing requirement and SEEPL status where relevant.
Australia's data-centre delivery pipeline makes early coordination worthwhile, as RLB's July 2026 market insight shows. That insight is about construction delivery risk. It is not an RF-shielding specification. On a shielded enclosure job, start with seams, irregular joints and service penetrations.

Start with the governing requirement and drawing set
Do not start with a headline attenuation figure or a broad search for a "SCIF material". Establish:
- the room, zone, cabinet, rack, enclosure or test space actually in scope;
- the governing requirement, nominated designer and acceptance approach;
- the primary surface or lining assembly, if one is specified;
- every seam, overlap, cut edge, door, hatch and removable panel; and
- cable, power, pipe, duct, ventilation and bonding details before close-up.
ASD's guidance concerns system-owner risk assessment and doctrine. IEEE Std 299-2006 sets enclosure measurement procedures and states that the enclosure owner supplies the test frequencies and the shielding-effectiveness pass/fail limits. An active revision project (IEEE P299) keeps the same owner-responsibility language. A material result is not a room result.
With the drawing set clear, resolve the seams and awkward details before selecting the broad surface layer.
Continuity at seams and irregular details
Conductive caulk for small irregular joints
EMCaulk FLEX is a flexible conductive sealant for specified gaps, cracks, joints, seams, cut edges and penetration perimeters. Its role is detail treatment within an already designed conductive-continuity assembly. It is not a primary barrier, firestop, cable transit or completed-room solution.
Confirm a clean, dry compatible substrate, the current data sheet, cure conditions and the joint limit. The manufacturer limits joint width to no more than 1/2 inch (about 13 mm). For deeper joints, follow the manufacturer's detail, including any backer-rod requirement. Penetration, fire, mechanical and verification requirements remain separate.
Conductive tape for specified seams and overlaps
rFOIL Conductive Aluminium Tape is the seam companion where an rFOIL assembly and project detail call for it. Use compatible tape for the nominated overlap, seam or repair detail. Do not use tape as a substitute for a designed door, ventilation component, filter or cable entry.
Confirm the current roll details and the project specification before quantity take-off. The live listing can change, so this guide states no roll length or coverage calculation.
Then scope the nominated surface layer without treating it as the whole solution.
Primary surface materials
Use these only where the assembly specifies them.
Building-scale foil barrier for a defined envelope
rFOIL 1800 Ultra NT can be the primary building-scale barrier in a specified RF-control or secure-technical-space envelope. The manufacturer positions it for SCIF wall, floor and ceiling applications. That product positioning does not make a project a SCIF or establish accreditation.
Keep the solid and perforated variants distinct. Manufacturer material figures are about 85 dB (solid) and about 67 dB (perforated) from 100 MHz to 10 GHz. Those are material figures, not room results. Manufacturer installation direction is full wall, ceiling and floor coverage, at least a 6-inch (about 150 mm) overlap and sealed seams. Doors, windows, services, ventilation, bonding and acceptance testing need their own engineered details.
Flexible fabric for local and serviceable coverage
Mission Darkness TitanRF bulk Faraday fabric and compatible tape can support a specified flexible barrier, local containment, temporary test enclosure, access panel or isolation bench. Treat it as a supporting option, not the default permanent building envelope. Confirm mounting, overlap, continuity, ventilation, fire and safety constraints and verification. Conductive fabric can be flammable. Bulk lengths are quote-based; check lead time before programme commitment.
Targeted mesh retrofit and detail work
Y-Shield HNS80 is a self-adhesive conductive mesh for specified smooth-surface retrofit and detail work. The manufacturer cites commercial data centres, laboratories and TEMPEST rooms as applications, and states about 75 dB attenuation at 1 GHz as a material figure. The current 0.9 m2 retail format makes it a targeted layer for a wall section, frame, device or awkward technical surface, not the whole-room procurement lead.
Integrate it into the required functional equipotential bonding (FEB) arrangement and confirm surface preparation, compatible finish and electrical design. Its published material figure is not a room result. Related Y-Shield paints and foils are listed under the YSHIELD collection where a project calls for them.
The main surface is only part of the enclosure. Openings and removable elements need their own continuous-contact detail.
Doors, hatches and removable panels
Every repeatedly opened interface needs scheduling. Rittal's IT/data-centre guidance describes conductive seals made of metal fabric on a foam body at doors, removable panels, roofs and gland plates. MFB's Australian cabinet example combines shielding gaskets with dedicated ventilation and filtered mains entry. Those are enclosure-system examples, not generic attenuation guarantees for any room.
For a compatible local enclosure detail, Mission Darkness TitanRF Faraday Foam Gasket can provide a compressible conductive contact strip. Match profile, compression, closure force, mating finish and maintenance cycle to the enclosure detail. A gasket is not a rated shielded door assembly.
The same principle applies to the interfaces that carry services through the enclosure.
Cable, power and ventilation entries
Entries are not a last-minute gap-fill exercise. Roxtec Australia describes its GHM EMC as a cable-entry seal for electromagnetic compatibility and offers electrical-continuity test accessories. Compliance Engineering describes filters for power cabling and honeycomb waveguide ventilation in an RF enclosure.
Scope the appropriate transit, filter, bulkhead, waveguide or ventilation component first. Conductive materials can support the compatible surface and perimeter detail around that engineered interface. They do not replace it.

EMC, fire, dust/water protection, ventilation, structural performance and cable management are separate requirements. Do not assume one material attribute proves another.
